The Distribution of Political Power in the Age of AI

There is a dangerous assumption taking hold across the political spectrum: that artificial intelligence is a technical problem requiring technical solutions. It is not. AI is a question of power — who holds it, who exercises it, and on whose behalf. Yet each political tradition, confronted with this reality, retreats into familiar positions that fail to address the fundamental challenge.

The distribution of political power has always been democracy's central concern. For centuries, democratic societies have struggled to prevent its concentration — in monarchs, in aristocracies, in corporations, in bureaucracies. AI represents a new frontier in this ancient struggle. It offers unprecedented capacity to shape behaviour, allocate resources, determine outcomes, and define what citizens see, believe, and become. The question is not whether AI will affect the distribution of power. It already has. The question is whether democratic institutions can govern this redistribution, or whether they will merely adapt to it.

Each political party claims to have answers. None of them do. What they have instead are inherited frameworks that predate the problem, ideological reflexes that obscure rather than illuminate, and a shared reluctance to confront how profoundly AI challenges their basic assumptions about power, agency, and governance.

The Progressive Evasion

The progressive tradition speaks eloquently about power. It identifies corporate concentration, algorithmic bias, surveillance capitalism, the erosion of privacy and worker autonomy. The diagnosis is often accurate. The response is less convincing.

Progressives propose regulation, transparency requirements, algorithmic audits, data protection frameworks. These are necessary. They are not sufficient. The progressive instinct is to constrain power through rules — to build a regulatory apparatus that can contain corporate excess while preserving innovation's benefits. But this approach assumes the problem is one of market failure that can be corrected through state intervention, rather than a fundamental shift in the nature of power itself.

Consider content moderation. Progressives rightly worry about hate speech, misinformation, and algorithmic amplification of extremism. They call for platforms to do more, for governments to require more, for civil society to demand more. Yet they rarely confront the deeper question: is it acceptable for private corporations to make millions of daily judgments about permissible speech, shaping public discourse according to their own values and commercial interests? And if not, who should make these judgments instead?

The progressive answer tends toward more oversight, more accountability, more stakeholder involvement. But this evades the constitutional question. Either these platforms exercise quasi-governmental power over speech, in which case they should be subject to democratic control and constitutional constraint, or they do not, in which case the scale of their influence represents a failure of democratic governance. Regulation can modify how power is exercised. It cannot resolve the question of whether such power should exist in private hands at all.

On surveillance, progressives denounce data extraction and algorithmic targeting while supporting expanded state capacity for public goods. They want AI to improve healthcare, education, and social services, but resist its use in policing and immigration. The distinction is principled but unstable. Once the infrastructure of comprehensive surveillance exists, the question of its legitimate use becomes a matter of political contestment. A database built for public health can be repurposed for immigration enforcement. An algorithm designed to identify welfare fraud can be adapted to suppress dissent.

Progressives have not grappled seriously with this tension. They want powerful tools for progressive ends without acknowledging that power, once created, does not remain in friendly hands forever. The infrastructure they build today may serve tomorrow's authoritarians.

The Conservative Retreat

Conservatives distrust concentrated power, at least in theory. They valorise markets, competition, and distributed decision-making. They should be natural skeptics of AI's centralising tendencies. Yet conservative parties have largely failed to mount coherent opposition to the concentration of power in technology platforms.

Part of this is ideological confusion. Conservatives celebrate market capitalism and individual freedom. But AI platforms are not markets in any meaningful sense. They are planned economies, governed by algorithmic rules that shape participant behaviour toward predetermined ends. A handful of companies determine what billions of people see, read, and believe. This concentration would alarm conservatives in any other context. In technology, they treat it as innovation.

The conservative instinct is to defend corporate autonomy against state interference. But this reflexive anti-regulatory posture ignores the reality that these corporations already exercise regulatory power over vast domains of human activity. They make and enforce rules about speech, commerce, association, and reputation. They are not market participants. They are market makers, rule setters, and governors of digital space.

Some conservatives recognise this and call for anti-trust action, treating technology platforms as monopolies requiring dissolution. This is more serious than the libertarian fantasy of unfettered innovation. But it still misunderstands the problem. The issue is not merely that these companies are too large, but that the systems they build concentrate power in ways that scale cannot address. Breaking up a social media platform into five smaller platforms does not prevent algorithmic manipulation of attention. It merely distributes the manipulation across more actors.

On AI in government, conservatives advocate efficiency and cost reduction. They support automation of public services, algorithmic decision-making in welfare and criminal justice, and predictive systems for resource allocation. Yet they show little concern for how this transforms the relationship between citizen and state. An interaction with an algorithm is not an interaction with a human official who can be questioned, persuaded, or held accountable. It is an encounter with opacity masquerading as objectivity.

Conservatives claim to value tradition, local knowledge, and human judgment. AI erodes all three. It replaces accumulated wisdom with pattern recognition, contextual understanding with statistical correlation, and moral deliberation with optimisation. A conservative tradition that cannot defend these goods against the seductions of efficiency has abandoned its purpose.

The Libertarian Fantasy

Libertarians offer the clearest position and the least useful. They argue that AI should be left to markets, competition, and individual choice. If a platform is oppressive, use another. If an algorithm is biased, choose a different service. If surveillance is invasive, opt out. The solution to concentrated power is more competition, more innovation, more freedom.

This position is coherent within libertarian premises. It is also disconnected from reality. Network effects mean that social media platforms gain value from scale, creating natural monopolies. Algorithmic systems shape choices before individuals encounter them, making meaningful opt-out impossible. Surveillance is not something done to isolated individuals who can decline participation; it is infrastructure that constructs the environment in which choice occurs.

The libertarian framework assumes an atomised world of voluntary transactions between equals. AI operates in a world of network effects, information asymmetries, and compounding power dynamics. The individual confronting a recommendation algorithm is not negotiating with a service provider. They are being acted upon by a system designed to shape their preferences and behaviour. The notion that this can be addressed through market competition requires willful blindness to how these systems function.

More fundamentally, libertarians refuse to acknowledge that the distribution of power is itself a political question. They treat existing property rights and market structures as natural or neutral, rather than as political constructs requiring justification and periodic revision. AI does not merely operate within existing power structures. It creates new ones. The libertarian insistence that these should be left ungoverned amounts to an endorsement of whatever power distribution emerges, regardless of its compatibility with democratic values.

The Social Democratic Ambition

Social democrats recognise that markets require governance and that concentrated private power threatens democracy. They propose industrial policy for AI, public investment in research, worker protections against automation, and digital public infrastructure. Of all the political traditions, theirs comes closest to treating AI as a question of political economy rather than technical management.

Yet social democracy faces its own evasions. It assumes that the state can harness AI for public benefit without confronting how AI transforms state capacity itself. A government that relies on algorithmic systems for service delivery, resource allocation, and prediction becomes dependent on technical infrastructure it does not fully understand or control. The state's relationship to these systems is not one of mastery but of mutual constitution.

Social democrats want to democratise AI — to ensure its benefits are widely distributed and its governance is participatory. This is admirable. But it underestimates the challenge. Democratising AI is not like democratising healthcare or education, where the question is primarily distributional. It requires democratic control over systems that operate at scales and speeds incompatible with deliberative governance.

Consider a social democratic proposal for algorithmic accountability: require transparency, create oversight bodies, mandate impact assessments, ensure worker and citizen representation. These measures would improve current practice. But they assume that adequate governance is possible if sufficient safeguards are in place. They do not confront the possibility that some systems may be ungovernable by democratic institutions — that their complexity, opacity, and rate of change exceed the capacity of any oversight mechanism to track, assess, and constrain.

The Nationalist Diversion

Nationalist parties treat AI primarily as a matter of sovereignty and security. They worry about foreign control of critical infrastructure, dependence on foreign technology, and data flows across borders. Their response is to demand national champions, data localisation, and technological autonomy.

This is not entirely wrong. There are genuine questions about dependence on foreign technology and the vulnerability this creates. But nationalist parties tend to treat AI as a geopolitical competition rather than a governance challenge. They want their nation to win the AI race without asking what winning means or whether the race should be run at all.

The nationalist frame obscures the reality that AI's challenges to democracy are not primarily external. The threat does not come from foreign technology companies instead of domestic ones, but from the concentration of power in corporate hands regardless of nationality. A British AI company exercising quasi-governmental power is not preferable to an American one simply because it is British. The question is whether such power should exist in private hands at all.

Moreover, the nationalist emphasis on sovereignty misunderstands the nature of digital systems. Data flows, algorithmic systems, and AI infrastructure do not respect borders. Attempts to enforce national control through localisation and fragmentation create inefficiency without addressing the underlying power dynamics. A world of competing national AI systems may be more geopolitically contested, but it is not more democratically governed.

The Green Hesitation

Green parties speak about values — sustainability, precaution, participation, limits. They should be natural critics of AI's resource intensity, its disruption of labour markets, its acceleration of consumption, and its concentration of power. Yet green politics has been strangely muted on AI, perhaps because the technology industry has successfully associated itself with environmental progress.

When green parties do address AI, they focus on energy consumption and electronic waste — important issues, but peripheral to the governance challenge. They have not developed a comprehensive critique of how AI relates to their core concerns about growth, limits, and democracy.

The green tradition's emphasis on precaution should apply here. When the consequences of a technology are uncertain and potentially irreversible, the burden of proof should lie with those deploying it, not with those resisting. AI meets this test. Its effects on employment, inequality, democracy, and human agency are uncertain and potentially irreversible. Yet deployment proceeds at a pace that precludes meaningful democratic deliberation.

Green politics also emphasises the limits of technocratic expertise and the importance of local knowledge. AI embodies the opposite: the displacement of contextual human judgment by centralised algorithmic decision-making. A green critique of AI would stress that not every problem requires a technological solution, that efficiency is not the only value, and that some forms of knowledge cannot be encoded in algorithms.

The Authoritarian Opportunity

Authoritarian movements do not struggle with AI governance. They embrace it. AI offers unprecedented capacity for surveillance, social control, and behaviour modification. It allows governments to monitor populations comprehensively, predict dissent, and intervene preemptively. For authoritarians, this is not a problem to be solved but an opportunity to be seized.

The authoritarian comfort with AI should disturb democratic parties. It reveals how naturally these technologies lend themselves to centralized control. AI systems optimise toward defined objectives. They reward conformity and predictability. They make legible what was previously opaque, allowing intervention at scales previously impossible.

Democratic societies cannot compete with authoritarian efficiency in AI deployment. They should not try. The question is whether they can govern AI in ways that preserve democratic values — transparency, accountability, contestability, human agency — or whether the technology itself favours authoritarian outcomes.

What Democratic Governance Requires

None of these party positions adequately addresses the challenge. What is needed is not a synthesis of existing approaches, but a recognition that AI requires democratic societies to confront questions they have long evaded.

First, the question of corporate power. Can private corporations legitimately exercise quasi-governmental authority over speech, commerce, and behaviour? If not, what democratic control is appropriate? This is not a technical question about regulation. It is a constitutional question about legitimate authority.

Second, the question of state capacity. Should democratic governments build comprehensive surveillance and algorithmic control systems, even for progressive ends? If so, what safeguards can prevent their abuse? If not, what capabilities should democratic states deliberately forgo?

Third, the question of expertise. How can democratic institutions govern technologies they do not fully understand? What is the proper role of technical experts in democratic decision-making? How can citizens meaningfully participate in decisions that exceed their technical comprehension?

Fourth, the question of speed. Can deliberative democracy function at the pace of technological change? If not, should technology be slowed to match democratic capacity, or should democratic processes be streamlined to match technological pace?

Fifth, the question of limits. Are there forms of power that should not exist, regardless of who holds them? Are there capabilities that should not be developed, regardless of their potential benefits? Can democratic societies say no to technological possibilities?

These questions cut across partisan lines. They cannot be answered within existing ideological frameworks because those frameworks were developed for different problems. Progressives have tools for constraining corporate power but not for questioning the nature of that power. Conservatives defend market freedom but not freedom from market domination. Libertarians champion individual choice while ignoring how choice is shaped. Social democrats seek to democratise power without confronting how AI transforms what power means.

To understand what is at stake, we must move beyond abstract principles and examine concrete scenarios. In each case, the question is the same: as AI reshapes economic, social, and political life, which groups gain power and which lose it? The answers reveal how fragile our current political arrangements are, and how poorly equipped our parties are to navigate what approaches.

Scenario One: The Automation Wave

Consider a democratic society in which AI-driven automation eliminates thirty percent of existing jobs over fifteen years. Not the distant future — this is already underway. Transportation, manufacturing, customer service, basic legal work, accounting, administration. The pattern is clear: routine cognitive tasks prove as vulnerable as routine physical tasks.

In this scenario, who wins?

Capital wins decisively. Owners of automated systems capture productivity gains that previously would have been shared with labour. A logistics company that replaces drivers with autonomous vehicles converts wage costs into profit. The shareholders benefit. The displaced workers do not. This is not merely a transfer between winners and losers within the working class. It is a transfer from labour to capital at a structural level.

Technology companies win. They provide the automation infrastructure, selling both the tools and the expertise required to deploy them. Their market capitalisation grows with each sector transformed. Their political influence expands accordingly.

Highly educated professionals win, at least temporarily. They are needed to design, deploy, and maintain these systems. They command premium wages. They cluster in prosperous cities. They develop class interests aligned with continued automation.

Who loses?

Workers in routine occupations lose immediately and comprehensively. Their skills become obsolete. Their wages collapse. Their communities hollow out. Retraining is offered as a solution, but most retraining programmes fail because they assume workers can acquire in months what professionals spent years learning, and because the new jobs require relocation to cities where housing costs are prohibitive.

Small and medium-sized businesses lose. They lack the capital to invest in automation at scale and cannot compete with automated competitors. The result is further concentration in sectors that were previously fragmented.

Workers in remaining jobs lose bargaining power. The credible threat of automation suppresses wage demands. If you ask for too much, the algorithm becomes economically viable. This is true even in sectors not yet automated — the threat alone disciplines labour.

Regional economies built around routine work lose their economic base. The social fabric frays. Deaths of despair increase. Political extremism finds fertile ground.

Now consider the political responses.

Progressives propose social programmes: universal basic income, job guarantees, expanded retraining, stronger safety nets. These are expensive. They require political coalitions capable of sustaining high taxation in the face of capital mobility. Technology companies can relocate. High-earning professionals can emigrate. The tax base is fragile precisely when fiscal demands are highest.

Even if such programmes are funded, they address symptoms rather than structure. A universal basic income makes joblessness tolerable. It does not restore the dignity of work, the social networks employment provided, or the political power that came from withholding labour. A population dependent on state transfers for subsistence is not a politically powerful population.

Conservatives resist public spending and call for market solutions. But markets in this scenario produce precisely the inequality conservatives claim to worry about. Their rhetorical commitment to dignity of work conflicts with their acceptance of automation's logic. They have no answer for communities where work has disappeared except to suggest that people move, which is not a political programme but an abandonment.

Social democrats propose to tax automation and redistribute the gains. This is more serious. But it requires political power they may not possess. Automation creates a coalition of winners — capital owners, technology companies, credentialed professionals — who benefit from the status quo. The losers — displaced workers, declining regions — are politically fragmented and economically weakened. The coalition favouring redistribution is weaker than the coalition resisting it.

The scenario's likely outcome is not a neat political settlement but a protracted struggle in which concentrated winners defeat diffuse losers. Inequality deepens. Regional divergence accelerates. Democracy becomes increasingly formal rather than substantive, as economic power concentrates among those least subject to democratic constraint.

Scenario Two: The Surveillance Society

Consider a democratic society that builds comprehensive surveillance infrastructure justified by public safety, efficiency, and convenience. Facial recognition in public spaces. Algorithmic prediction of criminal behaviour. Real-time monitoring of traffic, crowds, and transactions. Digital tracking of individuals across platforms, devices, and interactions.

Initially, this is popular. Crime falls. Services improve. Emergencies receive faster responses. The inconvenience is minimal — cameras were already everywhere, and most people have nothing to hide.

Who wins in this scenario?

The state wins. It acquires unprecedented capacity to monitor populations, predict behaviour, and intervene preemptively. This capacity transcends partisan control — whichever party governs inherits these tools. The temptation to use them expands with each perceived crisis.

Law enforcement wins. Algorithmic prediction identifies potential threats before crimes occur. Facial recognition locates suspects instantly. Digital trails eliminate alibis. Conviction rates rise. Police budgets are justified by measurable results.

Technology companies win. They build and maintain the infrastructure. They profit from surveillance as a service. They gain access to vast datasets that improve their other products. Their business model becomes entrenched in government operations.

Risk-averse managers win. In corporations, schools, hospitals, and government agencies, algorithms provide defensible decision-making. If an algorithm recommended this course of action, individual judgment cannot be faulted. Responsibility diffuses into systems.

Who loses?

Dissidents lose. The capacity to organise opposition depends on spaces beyond surveillance. Protest movements require coordination authorities cannot monitor. Whistleblowers need anonymity. Investigative journalists require confidential sources. Comprehensive surveillance eliminates these possibilities. Dissent becomes detectable at its earliest stages, allowing intervention before it reaches political significance.

Minorities lose. Algorithmic prediction reflects historical patterns. If certain communities were policed more intensively before, algorithms will target them more intensively now. This creates feedback loops: increased surveillance produces increased arrests, which justify continued surveillance. The system becomes self-confirming.

The wrongly accused lose. Algorithmic errors are difficult to contest. The system's complexity makes it effectively opaque. Explanations are technical and unsatisfying. Appeals require resources most people lack. Errors compound — an incorrect designation in one database propagates to others.

Privacy loses as a practical expectation and eventually as a value. A generation that grows up under comprehensive surveillance internalises it as normal. The expectation of unobserved space disappears. Behaviour adjusts. People self-censor, not because overt repression requires it, but because visibility constrains.

Political responses fail in predictable ways.

Progressives object to surveillance overreach but support state capacity for progressive ends. They want algorithms to detect welfare fraud, tax evasion, and environmental violations. They want data-driven policy and evidence-based governance. The infrastructure they build for these purposes can be repurposed when political control changes. Progressives have not confronted this tension honestly.

Conservatives claim to oppose state power but support law enforcement authority. They want surveillance for security but object when it monitors right-wing groups. They cannot articulate a principle that distinguishes legitimate from illegitimate surveillance because their position is opportunistic rather than principled.

Libertarians object consistently but ineffectively. Their call for individual rights meets the practical argument that surveillance enhances security and efficiency. Most people accept this trade-off until they personally experience the costs, by which point the infrastructure is entrenched and reversal is impractical.

The scenario's likely trajectory is gradual normalisation. Surveillance expands incrementally. Each expansion is justified by specific benefits. Opposition fragments into separate causes — privacy advocates, civil libertarians, minority rights groups — none achieving the coalition strength required to reverse course. Within a generation, comprehensive surveillance becomes unremarkable. Democracy persists in form but operates within constraints that favour incumbents, conformity, and political quiescence.

Scenario Three: The Algorithmic State

Consider a democratic society that automates government decision-making at scale. Welfare eligibility determined by algorithms. Criminal sentencing informed by risk scores. University admissions guided by predictive models. Healthcare rationing optimised by cost-benefit analysis. Resource allocation based on algorithmic efficiency.

This scenario is already partially realised and expanding. The rationale is compelling: consistency, objectivity, efficiency. Human decision-making is biased, inconsistent, expensive. Algorithms promise to do better.

Who wins?

Fiscal conservatives win. Automated systems reduce administrative costs dramatically. A welfare system run by algorithms requires fewer caseworkers. An algorithmic criminal justice system requires fewer judges. The state becomes leaner without explicitly cutting services.

Technocrats win. They design, implement, and maintain these systems. Their expertise becomes indispensable. Political oversight becomes dependent on technical interpretation. Power shifts from elected officials to technical staff who explain what the systems can and cannot do.

Those who fit algorithmic patterns win. If your profile matches successful patterns — you attended the right schools, lived in the right postcodes, made the right financial decisions — algorithms treat you favourably. The system rewards conventionality and punishes deviation from optimal paths.

Who loses?

Those who fall outside algorithmic categories lose. Algorithms handle standard cases efficiently. They fail on edge cases, unusual circumstances, and situations requiring contextual judgment. A person whose life doesn't fit neat categories — someone who took unconventional career paths, experienced disruptions, or made choices that make sense in context but not in data — finds the system incomprehensible and unresponsive.

The poor lose. Algorithmic systems are trained on historical data reflecting historical inequalities. They perpetuate these patterns while claiming objectivity. A person from a disadvantaged background receives lower scores on predictive models not because of their individual characteristics but because of statistical associations with their demographic category.

Human judgment loses. Officials who previously exercised discretion — considering circumstances, applying empathy, making exceptions — find their role reduced to implementing algorithmic outputs. The space for mercy, for second chances, for recognising human complexity, contracts.

Accountability loses. When a human official makes a decision, that person can be questioned, challenged, and held responsible. When an algorithm makes a decision, responsibility diffuses. The designer says they built what was specified. The procurer says they followed proper procedures. The politician says they trusted expert advice. No one is accountable because the system itself makes decisions.

Political responses reveal deeper confusions.

Progressives want algorithmic accountability, transparency, and fairness audits. These are necessary but insufficient. The problem is not that algorithms are poorly designed but that algorithmic governance transforms the relationship between citizen and state. An interaction with an algorithm is not an interaction with a government official. There is no persuasion, no appeal to shared humanity, no possibility of discretionary mercy. Even a perfectly fair algorithm eliminates the political relationship that legitimates democratic governance.

Conservatives should resist this transformation on principle. They claim to value local knowledge, traditional authority, and human judgment. Algorithmic governance erodes all three. Yet conservatives support automated systems when they promise efficiency and cost reduction. They have no coherent position on whether human judgment in governance is worth preserving.

Social democrats want democratic control over algorithms — citizen input into design, worker representation in deployment, public ownership of systems. This is admirable but possibly incoherent. Can a system that operates through pattern recognition and optimisation meaningfully reflect democratic values? Or does the attempt to democratise algorithmic governance merely obscure the deeper incompatibility?

The scenario's likely development is incremental acceptance. Each automated system proves its worth in narrow terms — it is faster, cheaper, more consistent. The cumulative effect — a state apparatus that processes citizens rather than governing them — emerges without conscious choice. By the time the transformation is visible, the technical dependencies and institutional habits are deeply embedded.

Scenario Four: The Platform Economy

Consider a democratic society in which economic activity increasingly occurs through algorithmic platforms. Transportation through ride-sharing algorithms. Accommodation through rental platforms. Retail through e-commerce marketplaces. Labour through gig-work applications. Finance through algorithmic trading and lending.

This scenario is not hypothetical. It is current reality in advanced economies. But its political implications are still unfolding.

Who wins?

Platform owners win spectacularly. They extract rent from every transaction without providing the capital, labour, or expertise that creates value. A ride-sharing platform owns no vehicles and employs no drivers yet captures a substantial share of transportation revenue. Network effects create winner-take-most dynamics. The largest platform dominates because participants prefer platforms where others already are.

Consumers win modestly. Services become cheaper and more convenient. Choice expands. Transaction costs fall. These benefits are real but concentrated in certain domains — urban professionals gain considerably more than rural residents or the elderly.

Flexible workers win temporarily. Platforms offer income opportunities for those unable to access traditional employment. Students, caregivers, those with disabilities, and those between jobs gain options they previously lacked. This flexibility has value.

Who loses?

Traditional workers lose. Platform labour competes with standard employment, driving down wages and working conditions. A taxi driver cannot compete with algorithm-optimised ride-sharing. A hotel cannot match the cost structure of peer-to-peer rental. The result is a race to the bottom in sectors where platforms operate.

Workers on platforms lose security and power. They are classified as independent contractors, eliminating benefits, protections, and collective bargaining rights. Algorithmic management monitors performance continuously, adjusting rates and availability based on metrics workers cannot see or contest. Income becomes precarious and unpredictable.

Small businesses lose market access. An artisan who once sold directly to customers must now access customers through platforms that extract fees, control visibility, and own the customer relationship. The platform becomes a gatekeeper that can raise fees, change terms, or remove access without appeal.

Local communities lose economic diversity. Platforms standardise experience across geography. Independent bookshops, local restaurants, and community shops struggle to compete with algorithmic recommendation and convenience. Economic activity concentrates in platform-compatible formats. Cultural distinctiveness erodes.

Democratic authority loses control over economic structure. Platforms operate across jurisdictions, making local regulation ineffective. They comply with regulations in form while subverting them in practice. They threaten to withdraw services if regulations become burdensome. Faced with popular services and organised platform lobbying, democratic governments struggle to impose meaningful constraints.

Political responses fracture predictably.

Progressives want platforms regulated as employers, paying minimum wages, providing benefits, and allowing unionisation. This is reasonable. But platforms respond by threatening to withdraw services or raise prices prohibitively. The political cost of expensive or unavailable services is high. A professional gains from AI assistance while losing autonomy to algorithmic management. A citizen enjoys personalised services while experiencing erosion of privacy. There is no clear "AI interest" to aggregate. People are simultaneously winners and losers in different domains.

Policy coherence fragments when technology evolves faster than policy cycles. A party develops a position on facial recognition. By the time it reaches legislation, the technology has advanced and the position is outdated. The gap between technological pace and political tempo widens continuously. Coherent platforms become impossible when the subject keeps transforming.

Leadership recruitment fails when AI governance requires technical expertise parties do not possess. A skilled politician who understands coalition-building and public persuasion confronts algorithmic systems they cannot comprehend. Technical experts who understand systems lack political skills. The combination of competencies required—technical depth and democratic legitimacy—is rare and becoming rarer.

Ideological continuity breaks down when AI does not fit inherited categories. Is algorithmic management a question of workers' rights or economic efficiency? Is facial recognition about security or liberty? Is content moderation about free speech or harm prevention? Traditional ideological frameworks provide no clear answers. Each party improvises, often incoherently.

Citizen mobilisation weakens when political identities are algorithmically mediated. Citizens increasingly encounter politics through personalised feeds that reinforce existing views while filtering out alternatives. Parties cannot mobilise across these fragmentations. They can speak to algorithmically-defined segments but cannot build coalitions across them.

The cumulative effect is that parties retain formal authority while losing substantive capacity. They still contest elections, form governments, and pass legislation. But the legislation often misunderstands what it attempts to regulate, arrives too late to address current systems, and is circumvented by actors who adapt faster than democratic processes.

The Rise of Alternative Structures

As parties weaken, other structures accumulate power. Understanding these alternatives requires examining who actually governs AI when parties cannot.

Technical Bureaucracies

Real power increasingly resides in regulatory agencies, technical advisory bodies, and expert commissions. These organisations operate with delegated authority from legislatures that lack technical capacity. A parliament passes a law requiring "algorithmic accountability." The implementation details—what counts as accountability, how it is measured, what enforcement means—are delegated to technical agencies.

These agencies are not democratically elected. Their leadership is appointed, often from the same technical class whose work they oversee. They develop expertise that makes parliamentary oversight ineffective. A minister can question an agency decision, but when the agency's response involves technical complexity, oversight becomes performative rather than substantive.

This is not necessarily malicious. Technical bureaucracies often sincerely pursue public interest. But they do so according to their own understanding of public interest, shaped by professional norms, technical feasibility, and institutional incentives. They become effectively autonomous, subject to formal democratic authority that is increasingly nominal.

The political implication is profound. Democracy shifts from being a system in which elected representatives make authoritative decisions to one in which they set vague objectives that technical bureaucracies pursue through means voters cannot evaluate. The locus of power moves from parliaments to agencies, from generalists to specialists, from elected officials to appointed experts.

Corporate Governance

Power also flows to technology companies whose systems become infrastructure. These companies do not merely respond to market demand. They shape the environment in which demand forms. They determine what options are available, how choices are framed, what information is visible.

A social media platform designs its recommendation algorithm. This decision shapes what billions of people see, influencing political discourse more directly than most government policies. The decision is made by engineers and executives accountable to shareholders, not to citizens. Yet its political consequences exceed those of much democratic legislation.

These companies claim to be private entities providing services, not political institutions exercising power. But this distinction collapses when services become necessary infrastructure. A platform that mediates political discourse exercises political power regardless of its legal status. A payment system that determines who can receive money exercises state-like authority.

Corporate governance of these systems follows corporate logic: shareholder value, competitive advantage, regulatory arbitrage, growth maximisation. These imperatives are not aligned with democratic values. A company optimising for engagement amplifies outrage because outrage drives clicks. A company maximising profit automates work regardless of employment consequences. Democratic societies have created powerful institutions whose internal governance logic conflicts with democratic purposes.

The political implication is that major decisions affecting society—what information circulates, what work is automated, what behaviour is surveilled—are made through corporate governance structures rather than democratic ones. Citizens have no vote. Workers have limited voice. Democratic institutions have regulatory authority but struggle to exercise it against technically sophisticated, legally resourced, globally mobile corporations.

Algorithmic Governance

Most fundamentally, power flows to the algorithms themselves. This seems like a category error—algorithms are tools, not agents. But as systems become more complex, more autonomous, and more deeply embedded in institutional operations, the distinction between tool and governor blurs.

Consider an algorithm managing traffic flows across a city. Initially, human officials set objectives and the algorithm optimises within constraints. Over time, the system becomes more complex. It begins to make trade-offs officials did not explicitly authorise. It responds to conditions too quickly for human oversight. It learns from experience in ways its designers did not predict. Eventually, officials discover they can modify the algorithm's parameters but cannot predict how changes will affect behaviour. The system has become effectively autonomous.

This pattern repeats across domains. Algorithms managing electricity grids, financial markets, supply chains, and communication networks become too complex for human comprehension. Officials retain formal authority but exercise it through systems whose behaviour they cannot fully predict or control. Governance becomes a matter of managing systems rather than making decisions.

The political implication is eerie. Power does not reside clearly in human hands. It is distributed across systems that respond to each other's outputs according to rules no one fully understands. Democratic authority becomes nominal when the systems being governed exceed the cognitive capacity of those governing them.

Network Power

Finally, power accumulates in networks that cut across traditional boundaries. Technology platforms enable coordination at scales previously impossible. Interest groups, activists, corporations, and foreign actors can organise globally and intervene in local politics. The boundaries that structured party politics—geographic constituencies, national jurisdictions, clear separations between domestic and foreign—erode.

A campaign against government surveillance might involve citizens in multiple countries, funded by foreign foundations, coordinated through encrypted platforms, advised by international technical experts, and covered by global media. Is this a domestic political movement or a transnational network? Traditional categories do not fit.

Similarly, corporate lobbying on AI policy involves coordination between industry groups across jurisdictions, academic experts with corporate funding, think tanks with opaque financing, and media campaigns targeting multiple audiences simultaneously. The influence is real but diffuse, operating through networks rather than formal channels.

Traditional party politics assumed relatively clear boundaries: between constituencies, between parties, between domestic and foreign. Network power operates without respecting these boundaries. Parties struggle to engage with political forces that are everywhere and nowhere, that have no clear membership or leadership, that coordinate through platforms parties do not control.

The Technocratic Fantasy

One response to party inadequacy is technocracy: let experts govern. If parties lack technical capacity, delegate authority to those who possess it. Create powerful regulatory agencies staffed by specialists. Insulate them from political pressure. Let them govern AI according to technical rationality rather than democratic whim.

This fantasy has powerful appeal. It promises to solve the competence problem. Technical experts understand systems in ways politicians cannot. They can evaluate evidence, assess trade-offs, and make rational decisions uncorrupted by electoral incentives.

But technocracy fails for reasons both practical and principled.

Practically, experts are not neutral. They have professional commitments, ideological assumptions, and institutional incentives. An economist approaches AI differently than a civil liberties lawyer, who approaches it differently than a security professional. There is no view from nowhere, no purely technical perspective that transcends values. Delegating to experts means choosing which experts, which embeds value choices that should be democratic.

Moreover, experts develop institutional blindness. They optimise for what they can measure, assume their frameworks are universal, and struggle to recognise challenges from outside their domains. The economists who designed financial regulations before 2008 were technically sophisticated but systematically wrong because their models could not capture systemic risk. Similar failures await technical governance of AI.

More fundamentally, technocracy is incompatible with democracy. Democratic legitimacy derives from the principle that those subject to authority should have a say in its exercise. Technocracy inverts this: authority derives from expertise, not from those governed. This might produce better outcomes by some metric, but it abandons the democratic principle.

A society governed by technical experts may be efficient, but it is not democratic. When citizens cannot understand the systems governing them, cannot evaluate the decisions being made, and cannot hold decision-makers accountable, democracy becomes formal rather than substantive. The ritual of elections persists but power resides elsewhere.

The Populist Reaction

The opposite response is populism: reject expert authority and return power to "the people." If technical elites are unaccountable, replace them with direct democracy. Use referenda, citizens' assemblies, and participatory platforms to make decisions collectively.

This reaction is understandable. It springs from genuine grievances about unaccountable expertise. But it fails to address the underlying problem: many decisions about AI require technical knowledge citizens do not possess and cannot easily acquire.

Direct democracy on technical questions produces predictable pathologies. Complex issues get reduced to simple binaries. Decisions follow whichever side frames questions more effectively. Outcomes reflect not informed judgment but successful manipulation. A referendum on facial recognition becomes a choice between "security" and "privacy" rather than a nuanced assessment of specific systems in particular contexts.

Moreover, populism is vulnerable to the same algorithmic mediation that undermines parties. Citizens participating in digital democracy encounter issues through algorithmically-filtered information. Their discussions occur on platforms designed to maximise engagement, which means amplifying outrage and simplifying complexity. Direct democracy mediated by algorithms produces not collective wisdom but amplified prejudice.

The deeper problem is that populism offers no solution to technical complexity. Saying "the people should decide" does not address how people can make informed decisions about systems they do not understand. It substitutes assertion of authority for capability to exercise it.

The Corporate Future

A third possibility is corporate governance: AI remains in private hands, subject to market discipline rather than democratic authority. Competition ensures that harmful systems lose customers. Innovation solves problems faster than regulation. Private ordering proves superior to public control.

This is the default trajectory. In the absence of effective democratic governance, corporate power expands. Technology companies become quasi-governmental institutions, making and enforcing rules about speech, commerce, and behaviour. Their terms of service become more consequential than much legislation.

But corporate governance follows corporate logic, which is not democratic logic. Companies optimise for shareholder value, not public good. They extract rents where they can, externalise costs where possible, and avoid accountability when feasible. When corporate interests align with public interests, this produces beneficial outcomes. When they diverge, democratic societies have no mechanism to impose alternatives.

More fundamentally, corporate governance is undemocratic by design. Citizens have no vote. Workers have limited voice. The wealthy exercise disproportionate influence through investment and consumption. Decisions affecting billions are made by executives and boards accountable to shareholders, not to those affected.

A future of corporate AI governance is a future in which major decisions about society are made through plutocratic institutions. It may be efficient. It is not democratic. Democratic forms may persist—elections, parliaments, constitutional procedures—but substantive power resides in corporate hands.

The Authoritarian Alternative

A fourth possibility is authoritarian: states build comprehensive AI systems for surveillance and control, subordinating both corporate power and democratic deliberation to regime security.

This is not hypothetical. Authoritarian states are deploying AI for facial recognition, predictive policing, social credit systems, and automated censorship. The technology enables population control at scales previously impossible. A regime can monitor every citizen, detect dissent before it organises, and intervene preemptively.

Democratic societies might assume this path is closed to them. But the boundary between democratic and authoritarian AI deployment is permeable. Each emergency—terrorism, pandemic, crime wave—creates pressure for expanded surveillance. Each expansion establishes precedent for the next. Systems built for narrow purposes are repurposed for broader control. The infrastructure of democratic e-government becomes infrastructure for authoritarian governance when political control changes.

The authoritarian path offers solutions to the problems that stymie democratic governance. It eliminates debate, overrides objections, and implements comprehensively. If the problem is that democratic processes are too slow for technological pace, authoritarianism solves this by eliminating democratic processes.

But the solution is worse than the problem. Authoritarian AI governance may be effective at regime security. It destroys the goods democratic societies exist to protect: liberty, dignity, pluralism, dissent. A society that solves AI governance through authoritarianism has not preserved democracy. It has abandoned it.

Beyond Parties: Possible Futures

If parties are inadequate, technocracy is illegitimate, populism is incapable, corporate governance is undemocratic, and authoritarianism is unacceptable, what remains?

Distributed Governance Networks

One possibility is distributed governance: multiple overlapping institutions with different jurisdictions, operating through networks rather than hierarchies. Instead of a single AI regulatory authority, create multiple bodies operating at different scales—local, national, transnational—with different remits—consumer protection, competition, labour rights, civil liberties.

These institutions would not operate hierarchically with clear authority relationships. They would interact through negotiation, mutual adjustment, and overlapping jurisdiction. A platform company would face multiple regulators pursuing different objectives. The result would be messy but potentially robust.

This approach has precedents. Environmental governance operates through overlapping international agreements, national regulations, local ordinances, and private standards. Financial regulation involves multiple agencies with competing jurisdictions. The European Union operates through distributed authority across institutions.

Applied to AI, distributed governance might involve:





  • Technical standards bodies setting interoperability requirements

  • Consumer protection agencies enforcing transparency obligations

  • Competition authorities preventing monopolistic concentration

  • Labour regulators protecting worker rights against algorithmic management

  • Civil liberties organisations challenging surveillance systems

  • Local governments controlling deployment in public spaces

  • International frameworks coordinating across jurisdictions





No single institution would govern AI comprehensively. Each would address specific aspects according to its remit and capacity. The system would be inefficient, conflicted, and sometimes contradictory. But it would be difficult to capture, resilient to failure in any single component, and responsive to multiple values simultaneously.

The weakness is fragmentation. Distributed governance risks incoherence, gaps where no institution has authority, and overlaps where multiple institutions conflict. Technology companies might exploit fragmentation, complying formally with each requirement while subverting their cumulative intent. Citizens might find the system incomprehensible, unable to identify who is responsible for what.

More fundamentally, distributed governance does not solve the underlying problem: that AI requires technical capacity and democratic legitimacy simultaneously. Distributing authority across institutions does not make each institution more competent or legitimate. It may simply multiply the inadequacy.

Deliberative Minipublics

A second possibility is deliberative minipublics: small groups of randomly selected citizens given time, resources, and expert input to deliberate on specific questions, producing recommendations that legislatures treat as authoritative.

This approach has been tested on questions like climate policy, electoral reform, and constitutional change. A citizens' assembly of perhaps 100 people, demographically representative, meets over several months. They hear from experts with diverse perspectives. They deliberate without the performative pressures of public politics. They produce considered judgments.

Applied to AI, deliberative minipublics might address questions like: Should facial recognition be permitted in public spaces? Should algorithmic decision-making be allowed in welfare administration? Should content moderation be subject to democratic oversight? Each assembly would focus on a specific question, develop informed views, and produce recommendations.

The advantages are genuine. Small groups can grapple with complexity that mass politics cannot. Deliberation without audiences produces different dynamics than parliamentary debate. Random selection provides democratic legitimacy without the distortions of electoral competition. Expert input informs without capturing.

But deliberative minipublics face severe limitations. They are slow, expensive, and small-scale. A society cannot govern AI through citizens' assemblies if every decision requires months of deliberation. The approach works for occasional major decisions, not for ongoing governance of rapidly evolving technology.

Moreover, minipublics are advisory. They produce recommendations that legislatures can ignore. Their authority is moral rather than legal. This may be appropriate—preserving legislative sovereignty while informing it with deliberative judgment. But it means minipublics supplement rather than replace party politics.

Most fundamentally, deliberative minipublics cannot solve the technical capacity problem. Even with expert input, 100 citizens deliberating for months cannot develop the sustained technical understanding required to govern complex systems. They can make informed value judgments. They cannot evaluate technical claims or anticipate unintended consequences.

Algorithmic Democracy

A third possibility is algorithmic democracy: using AI itself to enable democratic governance at scale. Platforms could facilitate continuous deliberation among millions. Algorithms could aggregate preferences, identify consensus, and highlight disagreement. AI could translate between technical complexity and public understanding. Democracy could operate at the pace and scale of technology.

This vision has enthusiasts. If the problem is that democratic processes are too slow and cumbersome for technological governance, perhaps technology can accelerate democracy. If the problem is that citizens cannot process complex information, perhaps AI can process it for them, presenting findings in accessible forms.

But algorithmic democracy contains a fatal contradiction. It proposes to solve the problem of AI governance by introducing more AI. The algorithms facilitating democracy would themselves require governance. Who designs them? According to what principles? How are they held accountable? The problem recurses infinitely.

Moreover, algorithmic democracy threatens to eliminate the substance of democratic politics. Democracy is not merely preference aggregation. It involves deliberation, persuasion, compromise, and the transformation of preferences through engagement with others. An algorithm that aggregates preferences bypasses this process, producing outcomes that are efficient but not democratic in any meaningful sense.

Most dangerously, algorithmic democracy could enable manipulation at unprecedented scales. Whoever controls the algorithms facilitating democracy controls democracy itself. They determine what issues are salient, how options are framed, what information is provided, how preferences are aggregated. This is not democracy. It is oligarchy disguised by technological mediation.

Subsidiarity and Localism

A fourth possibility is radical subsidiarity: devolving decisions to the lowest feasible level. Instead of national or international AI governance, let communities decide what systems they accept. Cities control facial recognition in their streets. Schools choose learning platforms. Hospitals decide on diagnostic algorithms. Workplaces negotiate algorithmic management with workers.

This approach has democratic appeal. Local decisions can be genuinely participatory. Communities can reflect local values. Experimentation becomes possible, with different jurisdictions trying different approaches. Citizens have more influence over decisions that directly affect them.

But subsidiarity faces the same problems as distributed governance, intensified. Technology companies operate globally. Data flows across jurisdictions. Algorithms learn from populations that exceed any locality. A city that bans facial recognition still has residents tracked by national systems and private platforms. Local control proves illusory when the systems being governed are inherently trans-local.

Moreover, subsidiarity creates races to the bottom. Jurisdictions compete for investment, leading them to accept corporate terms. A city that imposes strict privacy protections loses technology companies to cities that do not. Workers in one jurisdiction accept algorithmic management because refusing means companies relocate. Local autonomy becomes effective only for accepting what corporations offer.

More fundamentally, some decisions should not be local. Rights should not vary by postcode. A person's dignity should not depend on which municipality they inhabit. Some goods require uniform protection across jurisdictions. But determining which decisions should be local and which should be uniform requires making the very democratic judgments that AI governance finds difficult.

Post-Growth Localism

A more radical version of localism involves questioning growth itself. If AI's ungovernable complexity stems from scale—global platforms, comprehensive systems, total optimisation—perhaps governance requires accepting smaller scale. Not trying to govern AI globally but refusing deployments that cannot be governed locally.

This is not merely regulatory constraint. It is transformation of economic organisation. Instead of platforms serving billions, communities might operate local digital infrastructure. Instead of universal systems, accept regional variation. Instead of comprehensive optimisation, accept inefficiency as the cost of remaining human-scale.

This vision has advocates in degrowth movements, localist economics, and appropriate technology traditions. They argue that democracy requires human-scale institutions. Systems that exceed local comprehension cannot be democratically governed. Therefore, refuse systems that exceed human scale.

The appeal is clear. If the problem is that AI exceeds democratic capacity, reduce AI to democratic scale. If optimisation destroys community, refuse optimisation. If efficiency requires surveillance, accept inefficiency.

But post-growth localism requires transformation that seems politically impossible. It requires accepting reduced material prosperity. It requires forgoing conveniences that have become expected. It requires international coordination to prevent races to the bottom. It requires populations to value democracy and community over efficiency and convenience.

More fundamentally, it may be too late. Dependencies have already formed. Infrastructure is already global. Skills have already atrophied. Reversing course would be extraordinarily disruptive, imposing costs that fall disproportionately on those already disadvantaged. The transition itself might require authoritarian measures—forcing people to accept reduced prosperity against their preferences—that contradict the democratic values supposedly being preserved.

What Remains

Perhaps only the insistence that democracy requires what it has always required: sustained political struggle to subordinate concentrated power to democratic authority. This struggle has taken different forms in different eras—universal suffrage, labour rights, civil rights, environmental protection—but its logic remains constant. Power concentrates. Democracy requires continual effort to contest that concentration.

Applied to AI, this means rejecting the search for a perfect institutional solution. There is no form of governance that will solve the problem once and for all. There is only the ongoing work of building institutions that can constrain power, demanding transparency that enables accountability, organising politically across the fragmentations that algorithms create, and insisting that technical possibility does not determine social necessity.

This work occurs through parties but not only through parties. It involves social movements, labour organisation, litigation, direct action, and the slow work of building alternative institutions. It is unglamorous, frequently unsuccessful, and never finished.

It also requires accepting limits. Some AI deployments should be prohibited not because they can be governed better but because they cannot be governed adequately at all. Some efficiencies should be refused because they require concentrations of power incompatible with democracy. Some innovations should be rejected because they transform social relations in ways that erode the conditions for democratic life.

This is not Luddism. It is the recognition that democratic societies have always refused some technically possible innovations—unrestricted pollution, child labour, unregulated drugs, certain weapons—because compatibility with democratic values matters more than technical possibility.

The Choice Ahead

The answer is not yet determined. But the window for determining it democratically is narrowing. Each year these systems become more embedded, dependencies deepen, and reversing course becomes more costly. Each year concentrated power grows more sophisticated at resisting democratic constraint. Each year parties become less capable of governing what they nominally control.

Whether there is a future beyond party politics may matter less than whether there is a democratic future at all. That question remains open. But answering it requires a politics that does not yet exist—one capable of saying that some technically possible futures should be refused because the costs to democracy are too high.

It is not a comfortable question. But it may be the right one.
